Joint Statement by the OSCE Minsk Group Co-Chair Countries – Washington/Moscow/Paris

U.S. Secretary of State Antony Blinken, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, and French Minister for Europe and Foreign Affairs Jean-Yves Le Drian, representing the OSCE Minsk Group Co-Chair countries, express support for the resumption of direct dialogue between Armenia and Azerbaijan under the auspices of the Minsk Group Co-Chairs. The Co-Chair countries call on the sides to continue the dialogue between the foreign ministers of Armenia and Azerbaijan begun at meetings held in New York in September and Paris in November, as well as to continue contacts at the leadership level to promote a lasting and sustainable peace in the region.

The Co-Chairs met with Armenian Foreign Minister Ararat Mirzoyan on 1 December and with Azerbaijani Foreign Minister Jehun Bayramov on 2 December on the margins of the OSCE Ministerial Council in Stockholm. The Co-Chairs also met incoming OSCE Chairperson-in-Office Polish Foreign Minister Zbigniew Rau. The Personal Representative of the OSCE Chairperson-in-Office (PRCiO) Andrzej Kasprzyk participated in the meetings.

The Co-Chairs view with deep concern recent incidents in the region, including those along the Armenia-Azerbaijan border. The Co-Chairs call on the sides to take concrete steps to de-escalate the situation immediately. The Co-Chairs also urge the sides to refrain from inflammatory rhetoric and provocative actions, and implement in full the commitments they undertook under the November 9 statement and other jointly agreed ceasefire arrangements.

The Co-Chairs met separately in Paris with Azerbaijani Foreign Minister Jeyhun Bayramov and Armenian Foreign Minister Ararat Mirzoyan on November 10. The Co-Chairs hosted both Foreign Ministers at a joint meeting, which was opened by French Foreign Minister Jean-Yves Le Drian. The Personal Representative of the OSCE Chairperson-in-Office (PRCiO) Andrzej Kasprzyk also participated in the meetings.

According to reports from the Ministries of Defence of Armenia and Azerbaijan, as well as other sources, in the early morning of 25 February there was a serious breach of ceasefire on the Line of Contact (LOC), resulting in casualties. Several bodies remain in no-man’s land. The Sides accuse each other of an incursion attempt.

The Co-Chairs are aware that a so-called constitutional referendum is scheduled to take place in Nagorno-Karabakh on February 20, 2017. Although the Co-Chairs note that the de-facto Nagorno-Karabakh authorities view the use of such a procedure as an effort to organize the public life of their population, they underscore again that no countries, including Armenia and Azerbaijan, recognize Nagorno-Karabakh as an independent and sovereign state. Accordingly, the Co-Chairs do not accept the results of the referendum on February 20 as affecting the legal status of Nagorno-Karabakh.

Regarding reports of the planned opening of an airport in Nagorno-Karabakh, the Co-Chairs received renewed assurances from the sides that they will reject any threat or use of force against civil aircraft, pursue the matter through diplomatic steps, and refrain from politicizing the issue. The Co-Chairs reaffirmed that operation of this airport cannot be used to support any claim of a change in the status of Nagorno-Karabakh, and urged the sides to act in accordance with international law and consistent with current practice for flights over their territory.

The President of Azerbaijan and the Prime Minister of Armenia met in Prague on 6 October 2022 in the margins of the first European Political Community at the invitation of the President of the French Republic and the President of the European Council.

The European Union welcomes the cessation of hostilities in and around Nagorno-Karabakh following the Russia-brokered ceasefire of 9 November agreed between Armenia and Azerbaijan. The EU calls on all parties to continue to strictly respect the ceasefire to prevent further loss of life.
