USC offers fee waivers to domestic applicants under certain circumstances. To see if you qualify for a fee waiver, please visit the <a href=\"https:\/\/gradadm.usc.edu\/lightboxes\/us-students-fee-waivers\/\">Graduate Admission<\/a> website.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">The POIR Department will offer a limited number of fee waivers for international students who can demonstrate financial need.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">To be considered for a departmental fee waiver, international applicants must submit the following documents as a single .pdf to the <a href=\"https:\/\/forms.gle\/HBXLQt7v2rjrJ65AA\">POIR Application Fee Waiver<\/a> form <strong>no later than November 7, 2025<\/strong>:<\/p>\n<ul>\n<li>\n<p style=\"font-size: large; margin-top: 32px;\"> A cover letter addressed to the department explaining the personal circumstances justifying the need for a fee waiver. This should be a 15-30 page scholarly or critical paper that has been evaluated by a faculty or other authoritative group or body such as the editorial board of a journal or a selection committee. The paper should present a clearly articulated thesis, amply supported with creative and original ideas and evidence. The sample should be uploaded in the online application. DO NOT SEND HARD COPIES.<\/p>\n\n\n\n<\/div>\n                        \n                    <\/div>\n\n\n                    \n                <\/div>\n\n            \n                <div class=\"card\">\n\n                    <div class=\"title-description\">\n\n                                                      \n<div class=\"f--field f--cta-title\">\n\n    \n  <h3>\n          TOEFL\/IELTS\/PTE Scores\n      <\/h3>\n\n\n<\/div>\n                        \n                                                        \n<div class=\"f--field f--description\">\n\n    \n  <p style=\"font-size: large; margin-top: 32px;\">International applicants must submit official test scores for the TOEFL, IELTS, Cambridge English C1 Advanced Exam, or Pearson Test of English (PTE) exams.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">Exceptions to this requirement are made in the following cases:<\/p>\n<ol>\n<li>\n<p style=\"font-size: large; margin-top: 32px;\">You completed a baccalaureate, master&#8217;s or doctoral degree <u>entirely<\/u> at a university in the United States or other Anglophone country (e.g. United Kingdom, Australia, New Zealand, and Canada except Quebec). Please note: your Master&#8217;s Degree <strong>must be conferred, not in progress, at the time of application<\/strong> submission to waive this requirement.<\/p>\n<\/li>\n<li>\n<p style=\"font-size: large; margin-top: 32px;\">Your native language is English.<\/p>\n<\/li>\n<\/ol>\n<p style=\"font-size: large; margin-top: 32px;\">Applicants will upload copies of their scores to the application for submission and request official scores to be sent to USC. For the TOEFL exam, please use USC&#8217;s university code <strong>4852<\/strong>; for the IELTS, Cambridge, and PTE exams, please select &#8220;University of Southern California.&#8221; No department code is required.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">English proficiency exam scores must be no older than <strong>two years<\/strong> prior to the submission date for the application. This includes study abroad programs, community colleges, and all other institutions or academic programs attended after secondary school. These transcripts must be sent directly to the <a href=\"https:\/\/gradadm.usc.edu\/lightboxes\/international-students-transcript-requirements\/\">USC Office of Graduate Admission<\/a> by the institution.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">Applicants must upload a copy of all transcripts to the CAS Portal. Applicants may upload either unofficial or official transcripts. Please note that if you upload unofficial transcripts, your application will be considered incomplete until the Office of Graduate Admissions receives official transcripts and POIR cannot offer admission if selected. While academic letters are preferred, you may seek professional recommendation letters in the cases where academic letters are not available.<\/p>\n<p style=\"font-size: large; margin-top: 32px;\">All letters of recommendation must come directly from the writer. Applicants will provide contact information for their recommenders in CAS, and each recommender will be emailed a link to Liaison Letters to upload it.<\/p>\n\n\n\n<\/div>\n                        \n                    <\/div>\n\n\n                    \n                <\/div>\n\n            \n                <div class=\"card\">\n\n                    <div class=\"title-description\">\n\n                                                      \n<div class=\"f--field f--cta-title\">\n\n    \n  <h3>\n          GRE (Optional)\n      <\/h3>\n\n\n<\/div>\n                        \n                                                        \n<div class=\"f--field f--description\">\n\n    \n  <p style=\"font-size: large; margin-top: 32px;\">Applicants should plan to take the GRE General Exam no later than <strong>November 15, 2025<\/strong> to ensure ETS can submit the score before the application deadline.\u00a0 USC&#8217;s ETS test code is <strong>4852<\/strong>.
