f--wysiwyg\">\n\n    \n  <p><em>The coming 12 months can\u2019t promise the bumper crop of elections we saw during 2024, when <a href=\"https:\/\/www.reuters.com\/graphics\/GLOBAL-ELECTIONS2024\/gdvzmkejkpw\/\" target=\"_blank\" rel=\"noopener\">countries home to about half the world\u2019s population<\/a> headed to the polls. Still, voters will cast ballots in several important elections throughout the year \u2014 and many of the themes persist: the impact of inflation, the rise of the populist right and the fallout of war in Europe and the Middle East.<\/em><\/p>\n<p><em>Only a fool or charlatan will pretend to predict the future, so it\u2019s usually best to avoid election forecasting. So instead, The Conversation asked experts on five countries \u2014 <a href=\"#Dornsife\">Canada<\/a>, Germany, Chile, Belarus and the Philippines \u2014 to explain what is at stake as those nations go to the ballot.<\/em><\/p>\n<h2>Belarus (Jan.26)<\/h2>\n<p><em>\u2014 <a href=\"https:\/\/www.usf.edu\/arts-sciences\/departments\/school-of-interdisciplinary-global-studies\/people\/faculty\/tatsiana-kulakevich.aspx\" target=\"_blank\" rel=\"noopener\">Tatsiana Kulakevich<\/a>, associate professor of instruction, School of Interdisciplinary Global Studies, the University of South Florida<\/em><\/p>\n<p>Alexander Lukashenko, Europe\u2019s longest-serving authoritarian ruler, <a href=\"https:\/\/www.reuters.com\/world\/europe\/belarus-lukashenko-says-hell-run-president-2025-2024-02-25\/\" target=\"_blank\" rel=\"noopener\">will run for his seventh term<\/a> on Jan. 26, 2025 <em>\u2014<\/em> and he is not expected to lose.<\/p>\n<p>No real opposition will participate in the upcoming elections against Lukashenko, who has run the country since 1994.<\/p>\n<p>Four other persons seeking nomination include the head of the Liberal Democratic Party, Aleh Haidukevich, who ran in the 2020 elections, but withdrew his candidacy then in favor of Lukashenko; Hanna Kanapatskaya, a former member of parliament, entrepreneur and candidate in the 2020 Belarusian presidential election; Aliaksandr Khizhnyak, the chairman of the Republican Party of Labor and Justice; and Siarhei Syrankou, first secretary of the Central Committee of the Communist Party of Belarus. But all have <a href=\"https:\/\/www.msn.com\/en-ca\/news\/world\/belarus-election-2025-lukashenko-allies-dominate-candidacy\/ar-AA1tmn99\" target=\"_blank\" rel=\"noopener\">expressed their support<\/a> for Lukashenko and his key policies.<\/p>\n<p>Current conditions in Belarus <a href=\"https:\/\/www.europarl.europa.eu\/delegations\/en\/statement-on-the-so-called-2025-presiden\/product-details\/20241029DPU39588\" target=\"_blank\" rel=\"noopener\">do not allow for free and fair elections<\/a>. Belarusians living abroad will not be able to vote. After the mass protests in 2020\u2019s election, the Belarusian authorities stopped setting up polling stations at diplomatic missions.<\/p>\n<p>That year, protesters claimed <a href=\"https:\/\/www.hrw.org\/news\/2021\/01\/13\/belarus-unprecedented-crackdown\" target=\"_blank\" rel=\"noopener\">widespread election fraud<\/a> in favor of Lukashenko and argued that most people actually supported Sviatlana Tsikhanouskaya, his main opposition rival, who now leads the opposition in exile from Lithuania.<\/p>\n<p>Repression continues in the wake of the 2020 protests, with <a href=\"https:\/\/prisoners.spring96.org\/en\" target=\"_blank\" rel=\"noopener\">over 1,200 political prisoners<\/a> currently detained. Meanwhile, hundreds of thousands of Belarusians have fled the country.<\/p>\n<p>If Lukashenko wins the 2025 presidential election, Belarus will likely continue to serve as a key ally of Russia, <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/belarus-dozens-russian-nuclear-weapons-ready-newest-missile-116640354\" target=\"_blank\" rel=\"noopener\">hosting Russian nuclear weapons<\/a> and providing a launchpad for military operations, as seen in the 2022 full-scale invasion of Ukraine.<\/p>\n<h2>Germany (Feb. 23)<\/h2>\n<p><em>\u2014 <a href=\"https:\/\/www.american.edu\/sis\/faculty\/garretm.cfm\" target=\"_blank\" rel=\"noopener\">Garret Martin<\/a>, Hurst senior professorial lecturer of foreign policy and global security, American University<\/em><\/p>\n<p>The German public knew that it would be called upon to vote in a federal election in 2025. But the recent <a href=\"https:\/\/www.nytimes.com\/2024\/12\/16\/world\/europe\/germany-government-collapse-olaf-scholz.html\" target=\"_blank\" rel=\"noopener\">collapse of the German coalition government<\/a> means that the vote will happen on Feb. 23 \u2013 seven months ahead of the anticipated schedule.<\/p>\n<p>Indeed, after weeks of fighting over the budget, Chancellor Olaf Scholz <a href=\"https:\/\/www.bbc.com\/news\/articles\/c7v3r046pzzo\" target=\"_blank\" rel=\"noopener\">fired Finance Minister Christian Lindner in early November<\/a>. As a result, Lindner\u2019s Free Democratics party left the coalition, meaning that the two remaining parties \u2013 Scholz\u2019s Social Democrats, or SPD, and the Greens \u2013 no longer command a majority in the German parliament. This left the chancellor with little choice but to look for snap elections. And <a href=\"https:\/\/www.bbc.com\/news\/articles\/ckg36pp6dpyo\" target=\"_blank\" rel=\"noopener\">after losing the confidence vote on Dec. 16<\/a>, Scholz got that outcome.<\/p>\n<p>The February election will take place in a particularly <a href=\"https:\/\/www.nytimes.com\/2024\/12\/16\/world\/europe\/germany-confidence-vote-scholz-snap-election.html\" target=\"_blank\" rel=\"noopener\">challenging global context for Germany<\/a>. Besides the ongoing war in <a href=\"https:\/\/www.nytimes.com\/2024\/08\/22\/world\/europe\/germany-ukraine-aid-scholz.html\" target=\"_blank\" rel=\"noopener\">Ukraine straining Berlin\u2019s diplomatic and economic position<\/a> in Europe, Germany is also sandwiched between the continued industrial competition from China and the prospect of Donald Trump <a href=\"https:\/\/www.politico.eu\/article\/us-donald-trump-threat-eu-tariffs-unless-buys-american-oil-gas\/\" target=\"_blank\" rel=\"noopener\">launching a trade war<\/a>. All of this is adding to Germany\u2019s ingrained woes.<\/p>\n<p>Its economy has been <a href=\"https:\/\/www.economist.com\/finance-and-economics\/2024\/10\/15\/how-the-german-economy-went-from-bad-to-worse\" target=\"_blank\" rel=\"noopener\">stuck since COVID-19 hit<\/a>, and the country is facing a second year of recession.<\/p>\n<p>Domestically, the various parties will joust over the hot-button topics of migration and funding greater investment at home. But spending more will be politically fraught \u2013 Germany\u2019s constitutional \u201cdebt brake\u201d currently <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/12\/16\/olaf-scholz-confidence-vote-germany-election\/\" target=\"_blank\" rel=\"noopener\">forces the government to keep a balanced budget<\/a>.<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/56632685-5306-4d2e-b1b2-58b939207350\" target=\"_blank\" rel=\"noopener\">Polls<\/a> suggest that Scholz faces a major challenge to stay on as chancellor. His approval rating <a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/09\/17\/not-so-well-liked-who-are-europes-most-unpopular-leaders\" target=\"_blank\" rel=\"noopener\">has been dismal<\/a>, and his party is polling well behind the center-right Christian Democratic Union and its Christian Social Union sister party. The SPD is in a tight race for second place with the far-right Alternative for Germany, which is hoping to <a href=\"https:\/\/www.dw.com\/en\/far-right-german-party-wins-first-state-election-since-wwii\/live-70102882\" target=\"_blank\" rel=\"noopener\">capitalize on its recent successes in state elections<\/a>.<\/p>\n<p>Barring a major surprise, Friedrich Merz, the leader of the Christian Democratic Union, will become the next chancellor. But forming a stable coalition that can command a majority <a href=\"https:\/\/www.nytimes.com\/2024\/12\/16\/world\/europe\/germany-confidence-vote-scholz-snap-election.html\" target=\"_blank\" rel=\"noopener\">could prove challenging<\/a>.<\/p>\n<h2>Philippines (May 12)<\/h2>\n<p><em>\u2014 <a href=\"https:\/\/sseas.berkeley.edu\/people\/lisandro-claudio\" target=\"_blank\" rel=\"noopener\">Lisandro E. Claudio<\/a>, associate professor of Southeast Asian studies, University of California, Berkeley<\/em><\/p>\n<p>Since the end of the dictatorship of <a href=\"https:\/\/origins.osu.edu\/milestones\/people-power-revolution-philippines-1986\" target=\"_blank\" rel=\"noopener\">President Ferdinand Marcos in 1986<\/a>, Philippine presidents have been restricted to single six-year terms but face midterm elections in which Filipinos elect local officials, district representatives to the lower house and 12 nationally elected senators <em>\u2014<\/em> 2025 <a href=\"https:\/\/thediplomat.com\/2024\/10\/whats-old-and-new-in-the-midterm-philippine-elections\/\" target=\"_blank\" rel=\"noopener\">is one such year<\/a>.<\/p>\n<p>On paper, these senatorial races amount to a referendum on the sitting president. But it\u2019s more accurate to think of them as displays of the incumbent\u2019s awesome control over political machines. Most senatorial candidates who win have the president\u2019s backing.<\/p>\n<p>And there\u2019s no reason to think this dynamic won\u2019t prevail in the May 2025 election. Surveys, which have tended to be more accurate in the Philippines than in the U.S. in recent years, show President Ferdinand Marcos Jr.\u2019s senatorial bets <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3281128\/marcos-allies-gain-early-lead-philippine-senate-race-amid-voting-machine-controversy\" target=\"_blank\" rel=\"noopener\">could win<\/a> as many as nine or 10 of the 12 open positions.<\/p>\n<p>This will be important for Marcos Jr., who needs to consolidate his power amid a <a href=\"https:\/\/theconversation.com\/feud-between-marcos-and-duterte-families-distracts-from-suffering-of-typhoon-hit-philippines-244552\" target=\"_blank\" rel=\"noopener\">feud with Vice President Sara Duterte<\/a>, the daughter of Rodrigo Duterte, the previous occupant of the presidential palace who presided over a ruthless and bloody drugs crackdown. Though she ran as Marcos\u2019 ally <em>\u2014<\/em> vice presidents are elected separately <em>\u2014<\/em> in 2022, the marriage of convenience quickly fell apart once it became clear that Marcos didn\u2019t have Duterte in mind as his successor.<\/p>\n<p>A Marcos-dominated senate would increase the likelihood of a conviction should Duterte undergo an impeachment trial for alleged mismanagement of confidential funds.<\/p>\n<p>Not only would a conviction remove her from office, it would also bar her from running for president in 2028. And a restoration of vindictive Duterte power could mean trouble for the Marcoses <em>\u2014<\/em> one of Asia\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-asia-61379915\" target=\"_blank\" rel=\"noopener\">most corrupt families<\/a>, with many skeletons in its closet.<\/p>\n<p>Marcos Jr. must bury the Duterte dynasty while he still can. In a place like the Philippines, where voters are often asked to choose between the lesser of two evils, such a resolution would be welcome to many.<\/p>\n<h2 id=\"Dornsife\">Canada (Before Oct. 20)<\/h2>\n<p><em>\u2014 <a href=\"https:\/\/dornsife.usc.edu\/profile\/patrick-james\/\">Patrick James<\/a>, Professor Emeritus of <a href=\"https:\/\/dornsife.usc.edu\/poir\">Political Science and International Relations<\/a>, USC Dornsife College of Letters, Arts and Sciences<br \/>\n<\/em><\/p>\n<p>It is looking increasingly likely that a federal election in Canada <a href=\"https:\/\/www.youtube.com\/watch?v=aa4vdIThOYY\" target=\"_blank\" rel=\"noopener\">will take place well ahead<\/a> of the constitutionally mandated deadline of Oct. 20, 2025.<\/p>\n<p>Prime Minister Justin Trudeau, <a href=\"https:\/\/www.cnn.com\/2024\/12\/17\/americas\/justin-trudeau-donald-trump-canada-intl-hnk\/index.html\" target=\"_blank\" rel=\"noopener\">well down in the polls<\/a> even before a series of jarring events, now faces the possible <em>\u2014<\/em> or even likely <em>\u2014<\/em> fall of his fragile coalition government.<\/p>\n<p>Trudeau, recently taunted by U.S. President-elect Donald Trump as the \u201c<a href=\"https:\/\/www.cbc.ca\/news\/politics\/trump-trudeau-governor-great-state-canada-1.7406226\" target=\"_blank\" rel=\"noopener\">governor\u201d of Canada<\/a> and threatened with a 25% tariff, experienced another shock on Dec. 16: Finance Minister Chrystia Freeland <a href=\"https:\/\/www.reuters.com\/world\/americas\/canadas-finance-minister-resigns-2024-12-16\/\" target=\"_blank\" rel=\"noopener\">resigned over irrevocable differences<\/a> on key policy issues.<\/p>\n<p>Trudeau may become the latest political casualty among global leaders committed to the priorities of the contemporary left rather than the populist right.<\/p>\n<p>The Liberal leader is a <a href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-election-2015-trudeau-generation-x-1.3285659\" target=\"_blank\" rel=\"noopener\">long-standing champion of the cultural left<\/a> and advocate of strong action over the threat of climate change. The result has been massive <a href=\"https:\/\/www.fraserinstitute.org\/commentary\/federal-governments-recent-fiscal-record-includes-unprecedented-levels-of-spending-and-debt\" target=\"_blank\" rel=\"noopener\">levels of government spending<\/a> and soaring deficits.<\/p>\n<p>Conservative leader Pierre Poilievre, Trudeau\u2019s likely chief rival in the 2025 election, has <a href=\"https:\/\/newsinteractives.cbc.ca\/elections\/poll-tracker\/canada\/\" target=\"_blank\" rel=\"noopener\">built a huge lead<\/a> in the polls that appears based on public anger over high inflation and other material shortcomings.<\/p>\n<p>Trudeau is embattled both from within and beyond Canada. Trump demands that Canada move away from what he has called exploitation of the U.S. in trade and calls on Canada to step up border security in particular and defense spending in general.<\/p>\n<p>Poilievre calls for a shift back toward Canada\u2019s abundant fossil fuels to improve the economy <em>\u2014<\/em> a direct threat to <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2021\/04\/22\/prime-minister-trudeau-announces-increased-climate-ambition\" target=\"_blank\" rel=\"noopener\">Trudeau\u2019s climate change agenda<\/a>.<\/p>\n<p>The coming election may even be about the identity of Canada itself. Will Trudeau somehow hold onto power and continue to implement a socialist agenda after the election? Or will Poilievre win and shift the country toward a more conservative populism? Or, again, will another coalition government come into place, with a set of policies that end up pleasing no one?<\/p>\n<p>Pressure on Trudeau to resign, at this time of writing, seems to be approaching an overwhelming level. Time will tell <em>\u2014<\/em> and maybe very soon.<\/p>\n<h2>Chile (Nov. 16)<\/h2>\n<p><em>\u2014\u00a0<a href=\"https:\/\/www.bu.edu\/pardeeschool\/profile\/jorge-heine\/\" target=\"_blank\" rel=\"noopener\">Jorge Heine<\/a>, professor of global studies, Boston University<\/em><\/p>\n<p>Chile\u2019s presidential election is due to take place on Nov. 16, 2025. Given its <a href=\"https:\/\/www.igi-global.com\/dictionary\/salience-self-salience-and-discursive-opportunities\/81974\" target=\"_blank\" rel=\"noopener\">ballotage system<\/a> <em>\u2014<\/em> meaning that candidates need 50% plus one of the votes to be elected, something which no presidential candidate has managed to do in the first round since 1993 <em>\u2014<\/em> a runoff will likely take place on Dec. 14. That will be between the top two candidates.<\/p>\n<p>The incumbent president, <a href=\"https:\/\/www.gob.cl\/en\/institutions\/presidency\/\" target=\"_blank\" rel=\"noopener\">Gabriel Boric<\/a>, is barred from running for a second consecutive term. Elected in 2021 at the age of 35 <em>\u2014<\/em> making him Chile\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-latin-america-59715941\" target=\"_blank\" rel=\"noopener\">youngest-ever president<\/a> <em>\u2014<\/em> Boric has had great difficulty enacting the program of his Broad Front, a left-wing coalition with a platform of sweeping political, social and economic changes. This is in large part due to the coalition\u2019s lack of a parliamentary majority.<\/p>\n<p>In fact, Chile under Boric has the dubious distinction of being the only country to have <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/12\/18\/why-chileans-rejected-conservative-constitution-and-whats-next\" target=\"_blank\" rel=\"noopener\">rejected not one but two<\/a> different constitutional texts submitted to the electorate <em>\u2014<\/em> one for being too left-wing, the other for being too right-wing <em>\u2014<\/em> placing Chile in a constitutional cul-de-sac.<\/p>\n<p>Yet, after several years of upheaval that started with a <a href=\"https:\/\/www.nytimes.com\/2019\/11\/03\/world\/americas\/chile-protests.html\" target=\"_blank\" rel=\"noopener\">2019 social uprising<\/a> <em>\u2014<\/em> the most serious in Chile\u2019s two centuries of independent history <em>\u2014<\/em> and continued into the COVID-19 pandemic, which hit Chile badly, the country has now regained a modicum of political and economic normalcy. <a href=\"https:\/\/www.investchile.gob.cl\/fdi-sep-2024\/\" target=\"_blank\" rel=\"noopener\">Foreign investment is up<\/a>, but <a href=\"https:\/\/rusi.org\/explore-our-research\/publications\/commentary\/criminality-taking-over-chile-and-politicians-cant-seem-fix-it\" target=\"_blank\" rel=\"noopener\">so is crime<\/a>, which has become a major concern to voters.<\/p>\n<p>In keeping with a Latin American <em>\u2014<\/em> and worldwide <em>\u2014<\/em> trend, most polls point to a <a href=\"https:\/\/x.com\/AmericaElige\/status\/1868805809477763127\" target=\"_blank\" rel=\"noopener\">likely 2025 win for the opposition<\/a>, the right-wing coalition Chile Vamos, led by the former mayor of Providencia, Evelyn Matthei, who ran for the presidency and lost in 2013 against Michelle Bachelet.<\/p>\n<p>The ruling coalition has found it difficult to come up with a strong candidate to face Matthei. Two of the likeliest ones <em>\u2014<\/em> Bachelet herself and Tom\u00e1s Vodanovic, the mayor of Maip\u00fa, a Santiago suburb <em>\u2014<\/em> have indicated they are not interested, and a third one, Home Affairs Minister Carolina Toh\u00e1, is hampered by <a href=\"https:\/\/www.americasquarterly.org\/article\/gabriel-boric-once-criticized-her-now-she-must-turn-around-his-administration\/\" target=\"_blank\" rel=\"noopener\">perceived difficulties<\/a> in bringing the law-and-order situation under control.<\/p>\n<p>That said, the ruling coalition did <a href=\"https:\/\/www.riotimesonline.com\/left-wins-nationally-right-takes-key-cities-in-chilean-vote\/\" target=\"_blank\" rel=\"noopener\">better than expected<\/a> in the October 2024 local and regional elections, and an opposition win in 2025 is by no means a done deal.<!-- Below is The Conversation's page counter tag.
