f--wysiwyg\">\n\n    \n  <p>As the 2024 election nears the finish line, both parties are increasingly courting groups of voters with historically low turnout.<\/p>\n<p>These \u201cunderrepresented voters,\u201d such as the non-college educated and voters of color, could play a pivotal role in deciding the election, especially in swing states, said experts at a recent Dornsife Dialogues event.<\/p>\n<ul>\n<li>These voters\u2019 changing political alliances could also radically alter both parties in the coming decades.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/dornsife.usc.edu\/center-for-political-future\/fellows-program\/meet-our-fellows\/jane-coaston\/\">Jane Coaston<\/a>, contributing opinion writer at <em>The New York Times<\/em> and a fellow at the <a href=\"https:\/\/dornsife.usc.edu\/center-for-political-future\/\">USC Dornsife Center for the Political Future<\/a> (CPF), moderated the Dornsife Dialogue.<\/p>\n<div id=\"buzzsprout-player-15951082\"><\/div>\n<p><script src=\"https:\/\/www.buzzsprout.com\/2126441\/episodes\/15951082-how-underrepresented-voters-could-shape-the-2024-election.js?container_id=buzzsprout-player-15951082&#038;player=small\" shaped by education level, a phenomenon that many experts are calling the \u201cdiploma divide.\u201d<\/p>\n<p><strong>In his words:<\/strong> \u201cThose with college degrees are moving markedly towards the left. Those without college degrees equally as quickly to the right,\u201d says <a href=\"https:\/\/dornsife.usc.edu\/center-for-political-future\/fellows-program\/former-fellows\/mike-madrid\/\">Mike Madrid<\/a>, a political consultant and former CPF fellow. This includes Black and Latino voters, who make up the largest and fastest growing group within the working class.<\/p>\n<p><strong>What to watch:<\/strong> People of color have traditionally been assumed to vote largely for Democrats, while whites voted more for Republicans. These dynamics have changed over the past decade, however.<\/p>\n<ul>\n<li>\u201cThe Republican Party has become a considerably more diverse party under Donald Trump than at any time since before the 1964 Civil Rights Act, and it\u2019s becoming more so every year,\u201d Madrid says. \u201cAt the same time, the Democratic Party is becoming more monolithically white.\u201d<\/li>\n<li>Madrid\u2019s new book, <a href=\"https:\/\/www.simonandschuster.com\/books\/The-Latino-Century\/Mike-Madrid\/9781668015261\"><em>The Latino Century<\/em><\/a>, charts how Latinos are transforming the country\u2019s politics.<\/li>\n<\/ul>\n<div class=\"video-embed\"><iframe loading=\"lazy\" title=\"The Power of the Underdog: How underrepresented voters could shape the 2024 election\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/XX57WSgcml4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p><strong>Key issues:<\/strong> Three issues are proving crucial to underrepresented voters\u2019 behavior.<\/p>\n<ul>\n<li><strong>Working-class disengagement:<\/strong> The political process often does not prioritize underrepresented voters, leading to low participation. \u201cWe very often hear candidates talk about what they will want to do for the middle class. Very rarely do candidates explicitly say, \u2018This is what I want to do for poor people,\u2019\u201d says <a href=\"https:\/\/www.axios.com\/authors\/escott\">Eugene Scott<\/a>, host of <em>Axios Live<\/em> and a former national political reporter at <em>The Washington Post<\/em>.<\/li>\n<li><strong>Economic stress:<\/strong> Rising costs, particularly inflation and housing prices, are central concerns for low-income voters, especially those in blue-collar jobs. \u201cDuring 85% of the Biden administration, interest rates tripled &#8230; our currency devalued by at least 20%,\u201d Madrid noted. \u201cIt is painful and it is deep.\u201d<\/li>\n<li><strong>Believability gap:<\/strong> Many low-income voters express a disillusionment with both parties. \u201cThere\u2019s a believability problem, and it\u2019s particularly acute in the Democratic Party,\u201d says Madrid. \u201cThese voters have been hearing from the Democratic Party, believing the Democratic Party, but are probably being let down about the results.\u201d<\/li>\n<\/ul>\n<p><strong>What\u2019s next:<\/strong> Any change in a party\u2019s priorities will also depend on whether underrepresented voters increase their participation, says Scott.<\/p>\n<ul>\n<li>\u201cPeople can tweet and talk in barbershops and at family events but then not vote. I don\u2019t know that there will be as significant of a shift to address the needs of these voters if they don\u2019t have any stake in the game,\u201d he says.<\/li>\n<\/ul>\n<p><strong>What else?<\/strong> In 2024 and beyond, both parties are at a crossroads.<\/p>\n<ul>\n<li>\u201cThe party that is able to speak to a multi-ethnic working class in this country is going to be the dominant party of the next generation,\u201d says Madrid. \u201cThe Democratic Party is really struggling with the working-class piece, and the Republican Party is really struggling with the multi-ethnic
