f--wysiwyg\">\n\n    \n  <p><em>Israel entered Rafah, a city that <a href=\"https:\/\/apnews.com\/article\/israel-palestinians-gaza-hamas-war-05-07-2024-113bf4ee5dad87dc5c003d76ed2785bf\" target=\"_blank\">marks Gaza\u2019s southern border crossing<\/a> with Egypt, on May 7, 2024, launching a military offensive that the U.S. and others have cautioned Israel not to pursue.<\/em><\/p>\n<p><em>President Joe Biden <a href=\"https:\/\/apnews.com\/article\/biden-netanyahu-gaza-rafah-d85423ad066fe41ac5783db5bd9ecffd\" target=\"_blank\">warned Israeli Prime Minister Benjamin Netanyahu<\/a> on May 6 against expanding the Gaza war into Rafah, indicating that this could lead to a shift in U.S. policy on Israel. A divergence over how to handle the war in Gaza prompted the U.S. <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/u-s-delays-sending-precision-weapons-to-israel-253f12f0\" target=\"_blank\">to place a hold<\/a> on shipping <a href=\"https:\/\/www.politico.com\/news\/2024\/05\/07\/us-concerns-over-israels-gaza-policy-led-to-weapons-holdup-00156528\" target=\"_blank\">U.S.-made bombs to Israel<\/a>, <a href=\"https:\/\/www.axios.com\/2024\/05\/05\/israel-us-ammunition-shipment-hold\" target=\"_blank\">according to Israeli officials<\/a> and a U.S. official quoted in Politico, Axios and The Wall Street Journal.<\/em><\/p>\n<p><em>Rafah is one of the only places in Gaza that has not been destroyed in the Gaza war. It is also <a href=\"https:\/\/www.bbc.com\/news\/articles\/c2le2njgjvlo\" target=\"_blank\">a refuge for more than 1 million Palestinians<\/a>, about half of whom are children, who have been displaced from their homes elsewhere in Gaza because of the conflict.<\/em><\/p>\n<p><em>The Conversation U.S. politics and society editor Amy Lieberman spoke with <a href=\"https:\/\/dornsife.usc.edu\/profile\/gregory-treverton\/\">Gregory Treverton<\/a>, a chair of the National Intelligence Council under the Obama administration and a national security scholar at USC Dornsife College of Letters, Arts and Sciences, to understand the limits of U.S. political leverage in influencing Israel\u2019s seven-month war with Hamas.<\/em><\/p>\n<p><strong>Is the US\u2019s warning to Israel typical for their diplomatic relationship?<\/strong><\/p>\n<p>This is certainly not without precedent. There have been many U.S. presidents and secretaries of state who have been frustrated with Israel over something, going back to at least <a href=\"https:\/\/history.state.gov\/milestones\/1969-1976\/shuttle-diplomacy\" target=\"_blank\">the 1973 war<\/a> between Israel and a coalition of Arab countries. The U.S. pressed Israel to adhere to a U.N. <a href=\"https:\/\/peacemaker.un.org\/middleeast-resolution338\" target=\"_blank\">Security Council cease-fire resolution<\/a> then \u2013 one sponsored by both the U.S. and the Soviet Union \u2013 but Israel, for a time, refused.<\/p>\n<p>Other presidents have been in the position of saying, \u201cDo this,\u201d and the Israeli comeback is always, \u201cNot quite yet.\u201d So this episode, while very blatant, is hardly unique.<\/p>\n<p>Countries are allies because their interests overlap but are not identical. U.S. history is littered with allies that managed to do what they wanted and not what we wanted them to do.<\/p>\n<p>Years ago, when I was at the International Institute for Strategic Studies in London and would talk about the difficulties of dealing with allies, let alone enemies, a wonderful researcher focused on Israel would comment: \u201cSo who ever said it was easy to be a superpower!\u201d Biden would sympathize with that remark.<\/p>\n<p>As Israeli politics and leadership have drifted <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jan\/07\/israel-far-right-ultranationalist-hits-ground-running-and-ripple-effects-are-being-felt\" target=\"_blank\">so far to the right<\/a>, a lot of the people in <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/netanyahu-coalition-under-strain-after-standoff-with-us-over-gaza-vote-2024-03-26\/\" target=\"_blank\">Israeli Prime Minister Benjamin Netanyahu\u2019s coalition<\/a> don\u2019t really care about the U.S. and what it wants. Netanyahu is now very dependent on the far right for his own political survival, so he is likely to listen to his right-wingers, not to the U.S.<\/p>\n<p><strong>So, how much political leverage does the US actually have over Israel?<\/strong><\/p>\n<p>I think at this point, it is really time for the U.S. to say that it is going to call arms deliveries to Israel into question. Israel is going into Rafah after the <a href=\"https:\/\/www.pbs.org\/newshour\/show\/israel-launches-operation-into-rafah-says-cease-fire-agreement-not-reached-with-hamas#:%7E:text=We%20have%20been%20very%20clear,people%20that%20are%20sheltering%20there.\" target=\"_blank\">U.S. specifically said<\/a> to please not do this without making sure you can keep most Gazans safe. This does not necessarily require a red line to be drawn \u2013 which typically is not very effective \u2013 but a clear warning that this decision will influence arms transfers in the future.<\/p>\n<p>The other problem is that while you might assume that Israel is considering how to govern Gaza after the war, there is still no clear, public idea of what the endgame is. How is this supposed to end?<\/p>\n<p>Meanwhile, this escalation is bound to continue <a href=\"https:\/\/news.gallup.com\/poll\/611375\/americans-views-israel-palestinian-authority-down.aspx#:%7E:text=The%20conflict%20between%20Israel%20and%20the%20Palestinians&amp;text=Americans'%20opinions%20of%20the%20Israeli,an%20opinion%20are%20not%20shown.\" target=\"_blank\">polarizing American public opinion<\/a> on the issue, which is probably an additional reason for the U.S. to try to get the war to stop as soon as possible.<\/p>\n<p><strong>The US is reported to have decided to place a hold on shipping bombs to Israel. Can this influence Israel\u2019s wartime behavior?<\/strong><\/p>\n<p>It probably doesn\u2019t matter materially in the short run, but psychologically in the longer run, if arms were stopped that would make a difference. <a href=\"https:\/\/www.cfr.org\/article\/us-aid-israel-four-charts\" target=\"_blank\">Israel is the largest recipient<\/a> of U.S. foreign aid and has received <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/04\/02\/us-military-aid-israel-gaza-biden\/\" target=\"_blank\">more U.S. military assistance<\/a> than any other country since World War II. By early March this year, the U.S. had made more than <a href=\"https:\/\/www.timesofisrael.com\/report-us-quietly-approved-more-than-100-arms-sales-to-israel-since-october-7\/\" target=\"_blank\">100 arms shipments to Israel<\/a> since Hamas\u2019 attack on Israel on Oct. 7. 2023.<\/p>\n<p>Israel is now risking an escalating confrontation with Hezbollah, a militant group in Lebanon, in the north. It seems to be in Israel\u2019s interest to try to not expand conflict but to limit it.<\/p>\n<p><strong>Given this, why do you believe Israel is so intent on going into Rafah?<\/strong><\/p>\n<p>Across the political spectrum in Israel, there is a sense that invading Rafah has to be done, it has to be finished, in <a href=\"https:\/\/foreignpolicy.com\/2024\/05\/06\/israel-hamas-war-rafah-offensive-what-to-expect-netanyahu\/\" target=\"_blank\">order to eradicate Hamas<\/a>. The issue is we never knew exactly what finishing means. And most of us in the national security business think there is no way Israel can totally eradicate Hamas.<\/p>\n<p>Before October 2023, Hamas was never popular in Gaza because it didn\u2019t properly govern, but the Israeli attack has <a href=\"https:\/\/www.fdd.org\/analysis\/2024\/03\/22\/poll-hamas-remains-popular-among-palestinians\/#:%7E:text=Hamas%20More%20Popular%20Than%20Abbas's%20Fatah%20Party&amp;text=Fifty%2Dnine%20percent%20of%20all,Palestinians%2026%20to%2022%20percent\" target=\"_blank\">made it more popular<\/a>, especially on the West Bank, because it stood up to Israel and put the issues of the Palestinians back on the agenda after the world, including the Arab world, had forgotten it.<\/p>\n<p>The idea of eradicating Hamas seems to be still where Israelis across the spectrum are focused. Therefore, if the remaining Hamas leaders were thought to be in Rafah, then so be it, they are thinking, on to the attack.<\/p>\n<p><strong>What are the national security implications of Israel going into Rafah?<\/strong><\/p>\n<p>It does create more instability and increases the risk of a widening war. Even if Iran doesn\u2019t respond, it is likely that some of its proxies, like Hezbollah, will do something that could deepen this conflict. We should use the term proxies carefully, because the U.S. knows from its own experience that you cannot necessarily control proxy governments or militias. But it seems like this is a kind of invitation for at least Iran\u2019s proxies to escalate the conflict.<!-- Below is The Conversation's page counter tag.
