href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201920200AB857\"><span style=\"font-weight: 400;\">AB 857,<\/span><\/a><span style=\"font-weight: 400;\"> first-in-the-nation legislation allowing cities and counties to charter public banks to address capital needs for affordable housing, rural infrastructure, small business lending, and climate disasters. At the time, affordable housing developers, <\/span><a href=\"https:\/\/cdfi.org\/about-cdfis\/\"><span style=\"font-weight: 400;\">Community Development Financial Institutions (CDFIs)<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.federalreserve.gov\/supervisionreg\/topics\/community_banking.htm\"><span style=\"font-weight: 400;\">community banks <\/span><\/a><span style=\"font-weight: 400;\">were stretched thin, dividing a limited pool of capital among a growing list of needs. Local public banking efforts have since grown statewide \u2013 with the San Francisco Board of Supervisors <\/span><a href=\"https:\/\/www.kqed.org\/news\/12089959\/san-francisco-supervisors-to-vote-on-public-bank-measure-for-november-ballot\"><span style=\"font-weight: 400;\">voting to put a public bank on the November 2026 ballot<\/span><\/a><span style=\"font-weight: 400;\">, a first for any US city.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There\u2019s significant momentum in public banking that is responding to a real and growing need. When <\/span><a href=\"https:\/\/rise-economy.org\/\"><span style=\"font-weight: 400;\">Rise Economy<\/span><\/a><span style=\"font-weight: 400;\"> organizers asked practitioners what intervention would be most transformative for their work, their answer was overwhelmingly low-cost, <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Patient_capital\"><span style=\"font-weight: 400;\">patient capital<\/span><\/a><span style=\"font-weight: 400;\"> that supports long-term community investments. Our new report with the USC Equity Research Institute. <\/span><a href=\"https:\/\/rise-economy.org\/research_crc\/financial-justice-in-california-a-public-bank-for-the-public-good\/\"><i><span style=\"font-weight: 400;\">Financial Justice in California: A Public Bank for the Public Good<\/span><\/i><\/a><span style=\"font-weight: 400;\">, lays out the scale of the crisis and makes the case for a state public bank.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Complexity and Scale of the Problem: Testimonies from Rise Economy Members<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">California still needs to build <\/span><a href=\"https:\/\/www.hcd.ca.gov\/housing-open-data-tools\/apr-dashboard\"><span style=\"font-weight: 400;\">over 1.3 million homes<\/span><\/a><span style=\"font-weight: 400;\"> for low-and-moderate income (LMI) households, and despite development-friendly reforms, financing gaps of nearly $1.79 billion in 2024 alone <\/span><a href=\"https:\/\/www.enterprisecommunity.org\/sites\/default\/files\/2025-03\/State_Pipeline_Brief_2025.pdf\"><span style=\"font-weight: 400;\">stalled development of nearly 45,000 already-permitted affordable homes<\/span><\/a><span style=\"font-weight: 400;\">. Affordable housing developers routinely stitch together financing from a dozen or more sources, adding costs, extending project timelines by years, and increasing the risk for projects to stall if just one piece of the funding puzzle falls through.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For rural communities, persistent gaps are widening. As Rob Wiener of the California Coalition for Rural Housing (CCRCH) put it, \u201cThere\u2019s not enough capital and investment\u2026investors don\u2019t always look at investing in rural communities.\u201d Rural areas disproportionately rely on community banks, which are vanishing fast. Between January 2024 and April 2025 alone, <\/span><a href=\"https:\/\/www.bankingdive.com\/news\/credit-union-bank-acquisitions\/719045\/\"><span style=\"font-weight: 400;\">32 credit unions acquired or announced plans to acquire 35 community banks nationwide<\/span><\/a><span style=\"font-weight: 400;\">. Credit unions are not subject to the <\/span><a href=\"https:\/\/rise-economy.org\/publications\/bank-agreements\/\"><span style=\"font-weight: 400;\">Community Reinvestment Act (CRA)<\/span><\/a><span style=\"font-weight: 400;\">, an anti-redlining law that instructs banks to lend and invest in LMI neighborhoods. As credit unions absorb community banks, capital access for rural communities shrinks.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Native communities face similar disinvestment compounded by the complexities of tribal sovereignty. As Patrick Gallardo of the Scotts Valley Band of Pomo Indians and California Valley Miwok Tribe explained, \u201cMost banks that I\u2019ve come across treat tribal sovereignty as a legal risk to mitigate rather than a government status to respect.\u201d State-recognized tribes, who lack federal sovereign immunity and federal benefits or reservation land, face an even steeper climb.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And as climate disasters increasingly strike the state\u2014as they did in the 2025 Los Angeles wildfires, which caused up to <\/span><a href=\"https:\/\/laedc.org\/wp-content\/uploads\/2025\/02\/LAEDC_2025-LA-Wildfires-Study_090525-UPDATE.pdf\"><span style=\"font-weight: 400;\">$53.8 billion in damage<\/span><\/a><span style=\"font-weight: 400;\">\u2014communities desperately need capital to prevent further displacement and loss of wealth.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Federal Rollbacks Are Compounding The Crisis<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Trump administration is worsening this crisis by threatening the funding and regulatory oversight that communities have long depended on. In 2025, the administration <\/span><a href=\"https:\/\/www.occ.gov\/news-issuances\/bulletins\/2025\/bulletin-2025-18.html\"><span style=\"font-weight: 400;\">rescinded modernization of the CRA, <\/span><\/a><span style=\"font-weight: 400;\">reverting reinvestment guidelines to 1995-era standards. The CRA is critical: <\/span><a href=\"https:\/\/ncrc.org\/communityreinvestmentact\/#:~:text=2023%20Rule\"><span style=\"font-weight: 400;\">nearly 85% of all low income housing tax credit (LIHTC) investments<\/span><\/a><span style=\"font-weight: 400;\">, the largest source of subsidy for affordable housing development in California, are made by CRA-motivated banks.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In their <\/span><a href=\"https:\/\/www.novoco.com\/news\/president-trumps-2026-budget-blueprint-proposes-44-cut-to-hud-elimination-of-cdfi-fund-grant-funding\"><span style=\"font-weight: 400;\">FY2026 budget<\/span><\/a><span style=\"font-weight: 400;\">, the administration proposed eliminating the <\/span><a href=\"https:\/\/www.cdfifund.gov\/\"><span style=\"font-weight: 400;\">CDFI Fund\u2019s <\/span><\/a><span style=\"font-weight: 400;\">discretionary spending, a vital resource for the institutions filling these gaps. Significant advocacy won <\/span><a href=\"https:\/\/www.ofn.org\/blog\/congress-passes-level-funding-for-the-cdfi-fund-for-fy-2026\/\"><span style=\"font-weight: 400;\">level funding<\/span><\/a><span style=\"font-weight: 400;\"> but uncertainty remains: <\/span><a href=\"https:\/\/www.ofn.org\/blog\/congress-passes-level-funding-for-the-cdfi-fund-for-fy-2026\/\"><span style=\"font-weight: 400;\">FY2025 funds have not been disbursed<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.ofn.org\/blog\/presidents-fy27-budget-request-proposes-cdfi-fund-cuts-congress-to-determine-final-funding\/\"><span style=\"font-weight: 400;\">FY2027 budget proposes similar cuts<\/span><\/a><span style=\"font-weight: 400;\">. As part of their deregulatory regime and rollback of diversity, equity, and inclusion (DEI) initiatives, they have sought to eliminate the <\/span><a href=\"https:\/\/www.mbda.gov\/about\/history\"><span style=\"font-weight: 400;\">Minority Business Development Agency (MBDA<\/span><\/a><span style=\"font-weight: 400;\">), defund 150+ <\/span><a href=\"https:\/\/www.sbc.senate.gov\/public\/index.cfm\/2025\/5\/ranking-member-markey-denounces-drastic-cuts-to-small-business-programs-in-trump-budget-proposal\"><span style=\"font-weight: 400;\">Women&#8217;s Business Centers<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.congress.gov\/crs-product\/IN12549\"><span style=\"font-weight: 400;\">bar non-citizens from the Small Business Administration&#8217;s (SBA) core lending programs<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>How Public Banking Can Meet the Moment<\/b><\/h3>\n<p><a href=\"https:\/\/economicsecurityproject.org\/campaign\/public-options\/\"><span style=\"font-weight: 400;\">Public options<\/span><\/a><span style=\"font-weight: 400;\"> have increasingly become a tool for governments and mission-driven nonprofits to fill gaps where private markets underserve residents. Examples include<\/span> <a href=\"https:\/\/calrx.ca.gov\/biosimilar-insulin-initiative\/\"><span style=\"font-weight: 400;\">CalRx<\/span><\/a><span style=\"font-weight: 400;\">, which sells insulin for $11 a pen; New York City&#8217;s <\/span><a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/05\/mayor-mamdani-announces-the-peninsula-in-the-bronx-as-the-second\"><span style=\"font-weight: 400;\">city-owned grocery stores<\/span><\/a><span style=\"font-weight: 400;\"> aimed at lowering food costs; and <\/span><a href=\"https:\/\/stateline.org\/2026\/03\/02\/states-try-public-option-obamacare-plans-to-reduce-coverage-costs\/\"><span style=\"font-weight: 400;\">public health insurance options<\/span><\/a><span style=\"font-weight: 400;\"> launched in Washington, Colorado, and Nevada. <\/span><a href=\"https:\/\/www.hcd.ca.gov\/policy-and-research\/active-research\/sb555\"><span style=\"font-weight: 400;\">California is studying how to scale social housing<\/span><\/a><span style=\"font-weight: 400;\"> (permanently affordable housing owned by public entities or mission-driven nonprofits), including<\/span><a href=\"https:\/\/www.cacltnetwork.org\/california-clt-definition\/\"> <span style=\"font-weight: 400;\">community land trusts<\/span><\/a><span style=\"font-weight: 400;\">, shown to <\/span><a href=\"https:\/\/www.cacltnetwork.org\/wp-content\/uploads\/2022\/10\/CLT_SurveyFindings_WEB-2.pdf#page=6\"><span style=\"font-weight: 400;\">produce better outcomes for residents<\/span><\/a><span style=\"font-weight: 400;\">. The state is also developing <\/span><a href=\"https:\/\/www.calaccount.com\/\"><span style=\"font-weight: 400;\">CalAccount<\/span><\/a><span style=\"font-weight: 400;\">, a no-fee debit account which would serve the<\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1MrybpxQgFK-wTc6qlRt2YjyCrbxs3xpy\/view?usp=sharing\"> <span style=\"font-weight: 400;\">2.5 million unbanked or underbanked households losing $5 billion a year<\/span><\/a><span style=\"font-weight: 400;\"> to fees and predatory products.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">California doesn&#8217;t need to invent a new model. For a century, the <\/span><a href=\"https:\/\/thebndstory.nd.gov\/an-agile-partner\/\"><span style=\"font-weight: 400;\">Bank of North Dakota<\/span><\/a><span style=\"font-weight: 400;\">\u2014the only state public bank in the country\u2014has partnered with local lenders to offer low-cost patient capital. This proved invaluable during COVID-19 when North Dakota <\/span><a href=\"https:\/\/sites.fordschool.umich.edu\/poverty2021\/files\/2025\/07\/CA-banks-final.pdf\"><span style=\"font-weight: 400;\">deployed emergency funds to small businesses at twice California&#8217;s rate<\/span><\/a><span style=\"font-weight: 400;\">. Outside the United States,<\/span> <a href=\"https:\/\/www.kfw.de\/About-KfW\/\"><span style=\"font-weight: 400;\">Germany&#8217;s KfW Group<\/span><\/a><span style=\"font-weight: 400;\">, a state-owned investment and development bank, shows the model can operate at California&#8217;s scale. <\/span><a href=\"https:\/\/www.kfw.de\/About-KfW\/F%c3%b6rderauftrag-und-Geschichte\/\"><span style=\"font-weight: 400;\">KfW&#8217;s wide mandate<\/span><\/a><span style=\"font-weight: 400;\"> lets it finance home purchases, construction loans, and climate resilience upgrades. Its Federal Funding for Efficient Buildings program alone <\/span><a href=\"https:\/\/www.energiewechsel.de\/KAENEF\/Redaktion\/DE\/PDF-Anlagen\/BEG\/beg-evaluation-2023-kurzfassung-englisch.pdf?__blob=publicationFile&amp;v=1\"><span style=\"font-weight: 400;\">impacted 689,000 units and created nearly 360,000 jobs in 2023<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These models aren\u2019t templates to copy wholesale but they offer real lessons for any public bank: robust governance, a mandate responsive to the state\u2019s needs, and extensive partnerships with existing institutions. A California public bank would follow that lead, strengthening CDFIs, credit unions, and community banks by offering the low-cost patient capital they cannot access otherwise. It would reinvest fees the state already pays banks back into California communities. And lastly, it would give the state reliable capital that is insulated from political volatility and boom-and-bust budget cycles.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Californians deserve to have their resources work for them. Native communities deserve a financial institution that respects their sovereignty, rural communities deserve the same attention as our largest cities, and BIPOC communities deserve to share in the prosperity they\u2019ve built without their needs being endlessly politicized. We have tremendous resources circulating in our economy.
