Biography

Dr. Wayne Glass currently serves as a Professor of the Practice of International Relations at the School of International Relation at the University of Southern California in Los Angeles. He comes to this position from his former position as Senior Defense Policy Advisor to Senator Jeff Bingaman from New Mexico. As the Senator’s principal staff advisor for his position on the Senate Armed Services Committee, Dr. Glass’ broad portfolio included all major defense policy issues, including personnel matters, research and development programs, weapons procurement, arms control, and foreign policy. In addition, since major Department of Energy weapons laboratories at Los Alamos and Sandia are located in New Mexico, Wayne also advised Senator Bingaman on DOE’s Stockpile Stewardship and Nonproliferation programs, in particular, those involving cooperative work with Russia’s nuclear weapons research complex. Among a myriad of Senate duties, Dr. Glass provided legislative assistance and counsel to Senator Bingaman on all defense and foreign policy related legislation since 1996.

Prior to serving in the Senate, Dr. Glass accumulated a long academic and public service career focusing on defense policy issues. Following his graduation as a Political Science/Russian Studies major at Princeton in 1968, Wayne served as an officer in the Navy during the Vietnam War, and subsequently completed graduate degrees at the University of Colorado and the University of Denver. He completed his PhD at the Graduate School of International Studies at the University of Denver in 1983, focusing his work on arms control and weapons acquisition policies. During 1997-2000, Dr. Glass held an Adjunct Professor position at the Elliot School of International Affairs at George Washington University where he instructed graduate classes in courses on the defense budget and weapons acquisition processes. Dr. Glass also held a position as Adjunct Professor in the Political Science Department at Pepperdine University during 2002-2008 where he taught courses on American Foreign Policy and Political Transformation in Post Soviet States.

His Washington career began as a Presidential Management Intern in the Office of the Secretary of Defense. He gained his expertise regarding defense acquisition policy as a Program Analyst in the Office of the Under Secretary of Defense for Research and Engineering, now the Under Secretary for Acquisition. In that position, he provided mission and cost effectiveness analysis for major weapon systems to the Pentagon’s principal weapons acquisition oversight board, the Defense Acquisition Board. He also prepared major issue papers for the Defense Department’s annual program budget review, and served as the speechwriter on acquisition policy matters for the Under Secretary and Deputy Secretary of Defense.

In 1986, Dr. Glass accepted a position as Principal Analyst in the National Security Division of the Congressional Budget Office where he served for over a decade. While at CBO, he published numerous studies on a wide range of important defense issues including defense acquisition policies, environmental cleanup of military bases, the costs and benefits of closing military bases, and defense economics. He also prepared testimony for the Director and Deputy Director of the Congressional Budget Office for Congressional hearings regarding key defense policy issues.
